“CA’s new Switch Operations Facility will enable us to centrally manage the data center infrastructure changes that we have to make as a result of a recent acquisition,” said Patrick Barrez, IT team manager at Fortis. “We also can take advantage of the ability to automatically issue commands across all systems to simplify management and configuration changes to our data center—so we won’t have to hire more staff.”

In addition to SOF, CA OPS/MVS EMA r11.6 provides customers with 16 additional new applications that automate and simplify IBM mainframe management through integration and proactive automation.

CA OPS/MVS EMA r.11.6 is designed to integrate with products from CA and third parties, including CA SYSVIEW Performance Management, CA Automation Point, Unicenter Network and Systems Management, CA Service Desk and the IBM Tivoli OMEGAMON product family. The new release underscores the renewed commitment CA has made to its mainframe customers—which includes a series of technology, licensing and services initiatives.

Yow had one senior assistant reassigned without discussing the change with him. She had harsh words for football coach Mark Duffner after firing him. She wrote a scolding letter to a founder of Maryland's football booster club.

She also balanced budgets. She established a "social committee" to arrange outings for employees. She expanded the fund-raising staff, and donations from boosters increased. She allocated more money to academic support for athletes, and graduation rates went up.

A review of Debbie Yow's 3 1/2 years in College Park offers insights into the battles she has fought while reshaping Maryland's athletic department. "I knew the job was going to be challenging," Yow said in one of several recent interviews. "But I did not fully understand what I was getting into."

From the day he hired Yow, Maryland President William E. Kirwan helped her fight these battles. He defended her in letters to boosters. He made financial concessions he had not made to her predecessors. He described her in media interviews as "kind" and "considerate" and "committed."

This summer, Kirwan will leave Maryland to become president of Ohio State, raising questions about whether his successor, who has not been chosen, will be as supportive. "I really don't think that will be an issue," Kirwan said recently, "because Debbie's delivered." Dysfunctional' Department

Within months of arriving on campus, Yow said she concluded that the department she inherited from Andy Geiger, who had become Ohio State's athletic director, was in many ways "dysfunctional."

Under Geiger, Maryland had largely recovered from those gloomy days of the late 1980s when the university was more often identified with Len Bias, the basketball star who died of an on-campus cocaine overdose, than with athletic achievement.

Yow, 47, took over a department that had run budget deficits for 10 consecutive years, accumulating a $6.8 million debt. Team budgets were not being monitored properly, she said. Time sheets were not being turned in regularly. Coaches were unwittingly accruing vacation time they had not earned. And some employees suffered "from what I call the RC factor," Yow said. "Resistance to change."

In typically blunt fashion, Yow wrote one longtime booster, Marv Perry, that her predecessors were "well aware" of the financial and personnel problems but "opted to ultimately leave Maryland without ever having dealt conclusively with those situations due to the grief they felt they would encounter."

While some boosters and university employees question her management style -- and seem distressed by the turnover in her department -- others say she is just what Maryland needs: a tireless administrator who boasts she is "wired for 220 -- not 110" and who gets results.

Some boosters seem charmed by Yow. "It is wonderful seeing common courtesies like friendliness & graciousness extended to us little folk.' . . . God bless you," Jim Ott, a football season ticket holder, wrote Yow after meeting her at a spring practice last year.

Others say she is standoffish. "She gets a lot of people angry," said newspaper columnist and TV commentator Robert Novak, a 27-year member of the Terrapin Club, Maryland's main booster group. "She's not soft and fuzzy, you know? I don't need soft and fuzzy. But some of the boosters like to be stroked a little more than she does."

Yow's adversaries have ranged from 70-year-old booster Perry, an alumnus, donor and former Terrapin Club president, to the best known member of her 140-person staff -- men's basketball coach Gary Williams.

"People are scared to death of her out there," said Perry, a furniture manufacturer's representative. "She absolutely goes bonkers when somebody criticizes her. . . . I just don't think you can run a multi-million-dollar program in this manner."

Williams, a 1968 Maryland graduate known for his intense on-court demeanor, said he has made comments to Yow -- in front of other staffers -- that "I should not have said publicly." Williams said their quarrels have been over business matters such as scheduling games.

"Coaches bitch at times," Williams said, adding that his relationship with Yow has improved.

"Gary's a very assertive person," said Yow, who has extended Williams's contract to 2004. "That's why he's a good person."

Yow said her critics have been few and, at times, gender biased. She said one booster told a Terrapins coach on the day she was hired: "It's a sad day for Maryland athletics. They hired a skirt as our AD." The Long Road

Though she was raised in a family of athletes, Debbie Yow once seemed an unlikely candidate to direct a major college athletic program.

As a student at East Carolina in the late 1960s, Yow said she studied little, used marijuana and LSD and flunked out. "I might have {also} done a little coke," she said. She called her experience with LSD "very serious, very frightening, not to be toyed with in the sense that I was toying with it as a game."

After a year working at fastfood restaurants, Yow enrolled at Elon (N.C.) College, where her older sister, Kay, coached the women's basketball team. Debbie played basketball and, in 1974, earned a degree in English.

Her career in major college sports began in 1976, when she became Kentucky's women's basketball coach. After compiling a 79-40 record there, she held coaching and administrative jobs at three other universities, and in 1990 was named Saint Louis University's athletic director.

Yow said she hasn't forgotten the warning her husband, William W. Bowden III, a university accreditation consultant, offered when they moved to St. Louis.

"He said . . . Debbie . . . you're {either} going to be seen as the little woman who doesn't know what she's doing or you're going to be seen as the bitch. . . . You don't have a choice in this matter because what you do is so unusual,' " Yow said.

Yow said she told her husband: "I'll always gravitate toward the bitch side because I would rather make the hard decision and advance the program and take my knocks . . . than ever have anyone say, She doesn't know what she's doing.' "

Bowden has become one of Yow's closest advisors and, at times, he can be seen working in her office at Cole Field House, editing her letters and reports. It's a large, wood-paneled office with a sofa, a conference table but no personal computer. "When I got here . . . I had two choices," Yow said. "Was I going to learn how to type? Or was I going to try to figure out how to eradicate the debt?"

Yow has balanced three straight budgets. This year, she plans to pay off the 14-year-old operating debt, using part of a $4 million payment her department is scheduled to receive from the university's new contract with PepsiCo Inc. (The deal is being challenged in court by Utz Quality Foods Inc., which previously had a contract with the university.)

Maryland's fiscal turnabout largely has been the result of concessions College Park campus officials and the university system's board of regents made to Yow and not to her predecessors. The board of regents, for example, adopted a policy of allowing each school in the system to charge in-state tuition rates when their various departments award scholarships to gifted out-of-state students. Yow's program has saved $850,000 this fiscal year as a result of the policy.

Yow and her top financial administrator, Jamie Pollard (a Yow recruit who is widely praised on campus), can take bows for financial initiatives they have taken. For example, since 1994 they have more than doubled corporate sponsorship revenues, generating $1.1 million this year. And they have saved $100,000 a year by reducing janitorial services. "I vacuum my office." Yow said. "The cleaning people come by here now and then. They just don't come every day" as they once did.

Under Yow, the graduation rate of Maryland's scholarship athletes has risen to 69 percent, according to the 1997 NCAA report on athletes who entered Division I schools in fall 1990. Terrapin Club donations totaled $2.5 million last year -- a school record. And Yow has been front-and-center in discussions about a new, on-campus arena.

"I give her a pretty good thumbs up," said Ken Brody, a donor and Terrapin Club member who formerly headed the Export-Import Bank. "I like the way she thinks about dealing with issues. She's got some guts."

The overall competitiveness of the university's teams also has improved: In the Sears Directors' Cup standings, which rank the athletic performance of more than 300 Division I schools, Maryland rose from No. 57 in the spring of 1995 to No. 23 so far this year. Maryland won four Atlantic Coast Conference championships in 1996-97: in men's soccer; women's softball; women's volleyball; and women's lacrosse -- a program that has won three consecutive national titles.

In three of the highest profile sports -- football and men's and women's basketball -- Yow has had mixed results and, at times, disciplinary and academic problems. In 12 years, Maryland has had only two winning football seasons; one was under Duffner. As coach from 1992 to '96, Duffner disciplined or suspended at least four players for their involvement in dormitory theft and credit card fraud cases. Four football players received suspensions for gambling on college sports. Duffner's replacement, former Northwestern University assistant head coach Ron Vanderlinden, went 2-9 last season. Men's basketball coach Williams is positioned to take his team to a school-record fifth straight NCAA tournament this season. However, many of his recruits appear to have struggled academically: Only three of the 13 who entered Maryland from 1988 through 1991 have earned diplomas, according to university statistics. Yow said most of Williams's current players are "doing very well" in the classroom.

In 1996 several men's basketball players attracted attention for ignoring thousands of dollars in unpaid, campus parking tickets. That same year, in an incident that received little attention, Williams said he was reprimanded by Yow and Kirwan for saying "something I shouldn't have said" to a fan during an ACC tournament game in Greensboro, N.C. Longtime women's basketball coach Chris Weller, who has led Maryland to three Final Fours (the last in 1989), also has had troubles. Last April, she was reprimanded for making verbal attacks on several players. In October, forward Kalisa Davis was briefly suspended from the team for allegedly punching and breaking the nose of a teammate. Davis was charged with misdemeanor simple assault in a case that is pending.

Weller's contract expires this year. "My hope is that . . . Chris will coach here several more years and will eventually retire happily . . . then fundraise for us," Yow said. Turnover All Around

Around Cole Field House, most of the high-level staffers Yow inherited are gone, and many of those she recruited have left for better jobs or for reasons they declined to discuss.

Yow arranged involuntary transfers of three senior staffers to jobs outside of her department: Luke Glasgow, who oversaw Maryland's compliance with NCAA rules; Herb Hartnett, who directed sports media relations; and Gothard Lane, an assistant athletic director who oversaw 13 varsity sports.

Lane, a Maryland employee for 23 years, learned he was being reassigned to the university's recreation services department after a Yow assistant left an unsigned Post-It note on his desk one morning in January 1997, instructing him to meet with the university's personnel director, Dale Anderson.

Yow said she did not meet with Lane because Anderson was "a longtime friend" of Lane who had "graciously suggested . . . it would be better if he were the person who talked to Gothard." Anderson said it was not his idea. "It was Debbie's," he said.

Anderson told Lane his job had been eliminated. "Typically in a situation like that . . . {employees are} oft-times laid off," Anderson said. "What Debbie did because she was concerned about Gothard {was seek} out other opportunities that might be available on the campus."

"Yes, I was disappointed after 23 years of what I felt was loyal service," Lane said of his reassignment. "It's not like I was expecting a gold watch. But on the other hand I was not expecting a yellow Post-It note. I thought I was doing a pretty good job. Last year we had four coaches who won ACC championships and I hired every one of them."

Basketball coach Williams said he has lost some "good friends" as a result of the shakeup. "That can bother me on a personal basis," he said. "But that's not my call. Debbie decided that."

Among Yow recruits, associate athletic director R.D. Helt and assistant AD C.J. Kupec left for jobs in private business. In January, assistant AD for compliance Neil Brooks accepted a higher-level job at Louisville. Brooks had been at Maryland seven months.

One of Brooks's predecessors, Karl Hicks, whom Yow recruited from the NCAA's enforcement department in March 1996, returned to his former job after four months at Maryland.

"I don't think there is anything I could say that wouldn't ruffle feathers," Hicks said. "Given that, I shouldn't comment."

Asked why Hicks left, Yow said: "To be charitable? That was not a good fit."

Maryland also lost a key coaching recruit -- former Illinois head coach Lou Tepper, whom Vanderlinden had hired as his defensive coordinator in December 1996. Tepper left Maryland after less than one month, telling reporters he did not want to live in a large metro area. Sources familiar with his resignation said there was another reason he quit: He was dismayed by critical comments Yow allegedly made to him about Duffner, a longtime friend he had once coached.

"That is not true," Yow said. "And I encourage you to call Lou about it."

Tepper, reached by phone in Baton Rouge, where he is an assistant coach at Louisiana State, said after a long pause: "I just don't know that it's very professional for me to say anything."

Just last week, Yow lost her assistant athletic director for marketing and promotions, Maryland alumnus Neal Eskin, when he took a job with more responsibility at Connecticut.

"You look at the turnover. She's not a good manager of people," said Herb Stutts, a retired American University dean and former member of the Terrapin Club's board of directors who has provided outplacement counseling for several of Yow's former employees.

"I'm sure she shares the same frustration that I do," said Lance Billingsley, chairman of Maryland's board of regents and president-elect of the Terrapin Club. "I think she would have liked to have gotten her staff organized and got, let's say, people on board who lasted a little longer." But overall, Billingsley added, "Debbie's doing a great job."

Yow said she has made mistakes: "I hired a few individuals -- or we have because we have a search committee process -- who shouldn't have been hired." But last week she expressed no concerns about the turnover. "When you have good people, they're going to have opportunities to go elsewhere," she said. Not-So-Fond Farewell

While the turnover has gone largely unnoticed by the public, Yow's firing of head football coach Duffner, who had a 20-35 record at Maryland, attracted widespread attention.

On a Monday morning in November 1996, Yow offered Duffner an opportunity to resign; he refused. That afternoon, Yow told reporters that Duffner and his staff always made excuses for their failures and her "gut" told her she should have fired them a year earlier.

Her comments jolted some boosters. "I wrote Debbie that the time to say something nice about a person -- if you've got any class -- is when you fire him," said Perry, the former Terrapin Club president.

"Just as a general proposition," Kirwan said recently, "I do believe that those moments" -- when employees are fired -- "are ones in which a person should lean over backwards to be graceful."

Yow wasn't through with Duffner, however.

In a four-page letter to Perry she wrote that Duffner "simply was in over his head" as a major college coach, that his staff's failure to win games and fans cost Maryland "hundreds of thousands of dollars needed for student athlete scholarships" and that "there is much amiss in the football program of which the general public is not aware. . . . Coach Duffner is blessed that we were successful in keeping so much negative information private."

Yow said her public comments "might not have sounded very ladylike, but this is one of those situations where I think if a man had said it it might have been taken in a different way." Asked about the "negative information" that had been kept private, Yow said some football players had "issues off the field that were of concern." She declined to elaborate.

Duffner, now an assistant coach with the NFL's Cincinnati Bengals, did not respond to a request for an interview.

In the days after she fired Duffner, Yow also tangled with a founder of Maryland's football booster club. Deane Shure, a Rockville lawyer, had recommended Penn State defensive coordinator Jerry Sandusky for the vacant head coaching position. Yow had an interview scheduled with Sandusky but canceled it when Vanderlinden, her top candidate, showed serious interest.

Yow accused Shure of trying to intimidate her department into hiring Sandusky. Shure said he merely recommended Sandusky as a candidate.

On Dec. 3, 1996, Shure wrote Yow to congratulate her on hiring Vanderlinden.

Two weeks later, Yow responded: " . . . Matters of personnel, policy and operations within the Department of Intercollegiate Athletics, including the football program, are the sole responsibility of the department and will be executed as such without inappropriate influence from individual boosters or booster groups. . . . "

"I resent your letter," Shure wrote to Yow. ". . . It is indeed a sad commentary that you are so defensive that you are not receptive to recommendations" from fans and boosters. Future Plans

A little known fact about Maryland's athletic director: She has prepared for a second career.

Yow has earned a master's degree in counseling from Liberty University in Lynchburg, Va., and a doctorate in Christian counseling from Louisiana Baptist in Shreveport, La. Both degrees were obtained through "distance education"; that is, she did not regularly attend classes on those campuses.

"It is my goal to use my counseling training to establish a counseling center" that would serve "a diverse racial, ethnic and socio-economic population," Yow said.

Her detractors aside, that second career may not begin any time soon: Last July, she signed a contract extension that could keep her in College Park until Aug. 28, 2002. Looking to the future, Yow wrote in her newsletter to Terrapin Club members this winter: "The best is yet to come." CAPTION: BETTER TO GIVE ...
